WhatsApp Messaging Limits — How to Send More Without Getting Blocked

The answer changed significantly in 2024–2025 with Meta's new automatic-scaling system. This guide breaks down the current limits, how to move up, and what actually protects your number from getting flagged.

The Current Limit System (2025+)
Meta simplified the old “Tier 1 through Tier 4” system. There are now two things you need to know:
- Business phone number limit — the cap on delivered messages per number
- Business portfolio limit — the cap across all numbers in your Meta Business Portfolio

Meta counts delivered messages, not sent — if a message fails to deliver (bad number, blocked contact), it doesn't count against your daily limit.
How to Move Up Automatically
Meta's auto-scaling system watches for three signals over a rolling 7-day window:
- You're actually using your current limit — sending close to your cap consistently
- Your quality rating stays High or Medium — not too many blocks, reports, or opt-outs
- Your business is verified in Meta Business Manager
When these three line up, your number is upgraded automatically — you don't need to apply.
Quality Rating — The Signal That Controls Everything
Every WhatsApp Business phone number has a quality rating that Meta updates continuously based on customer feedback:
🟢 High
Little to no negative feedback. You can scale up freely and templates stay approved.
🟡 Medium
Some blocks, opt-outs, or low read rates. You can still send but scaling stops. Fix your content.
🔴 Low
Many blocks or reports. Templates may be paused. High risk of number being flagged.
What Actually Drops Your Rating
Meta doesn't publish an exact formula, but these behaviours are the biggest triggers:
- Users blocking your number — the single biggest signal
- “Report Business” taps from within a chat
- Low read rates — messages sent but never opened
- High opt-out rate from your marketing campaigns
- Sending to non-opted-in contacts (bought lists, scraped numbers)
- Sending the same template to too many people too fast
What Happens If You Hit Your Limit
Once you send your daily quota of delivered messages, further outbound messages start returning error code 131056(“messaging limit reached”). The counter resets after 24 hours on a rolling window.
Important: replies to user-initiated conversations (within the 24-hour service window) don't count against your daily limit. Only business-initiated conversations (template messages) do.
Beyond Daily Limits — Throughput
Meta also enforces a throughput limit — how many API requests per second your number can make. Standard accounts start at around 80 messages per second; high-volume accounts can request higher rates. If you go over, you get HTTP 429 Too Many Requestsand need to back off.
Most businesses never hit throughput limits unless they're running very large real-time broadcasts. Teambox and most CRMs handle throttling automatically.

- Only message opted-in contacts — never bought lists, never scraped numbers.
- Use utility templates over marketing when possible — cheaper AND lower rejection rate.
- Add clear opt-out language to marketing templates (“Reply STOP to unsubscribe”).
- Reply within the 24-hour service window — user-initiated conversations are free and boost your quality rating.
- Send in batches, not all at once — spread 5,000 messages over an hour, not one second.
- Watch your quality rating weekly in Meta Business Manager and fix templates that dropped in performance.
Warning Signs Your Number Is at Risk
- Quality rating drops from High to Medium
- You get an email from Meta about a policy violation
- Templates that were approved start showing status Paused
- Read rate on your last campaign is under 40%
- Opt-out rate above 2%
If any two of these hit at once, pause outbound campaignsand audit your list quality before resuming. Meta's policy enforcement can go from warning to number restriction in days if ignored.
