Why WhatsApp Rejected Your Template — And How to Get It Approved

Meta's exact reasons for rejecting WhatsApp message templates, how the review system works, and a checklist to get your next template approved on the first try.

Every business on the WhatsApp Business API hits the same wall sooner or later — a message template gets REJECTED by Meta and the reason is cryptic. This guide breaks down exactly why templates get rejected, what Meta's review actually looks at, and how to write templates that get approved on the first try.

How Meta's Template Review Works

When you submit a template, it enters In-Review status for up to 24 hours. Meta uses a mix of automated checks and human review to decide whether to approve, reject, or ask you to change the category.

The result comes back via email and a WhatsApp Manager alert. There are three possible outcomes: APPROVED, REJECTED, or a category change (still approved but moved to a different category, which affects pricing).

The #1 Rejection Reason: INCORRECT_CATEGORY

Meta's own docs call out INCORRECT_CATEGORY as the most specific rejection reason. It happens when you submit a template under one category but the content clearly belongs in another.

The most common trap: writing a marketing message but submitting it under Utility (because utility is cheaper). Meta catches this and either rejects it or auto-recategorizes it.

❌ Rejected (wrong category)

Submitted as Utility:

“Hi {1} 🎉 Our summer collection is 30% off this weekend. Shop now!”

→ This is a marketing promotion, not a utility message.

✅ Approved (correct category)

Submitted as Utility:

“Hi {1}, your order #{2} has been shipped and will arrive by {3}.”

→ Directly tied to a user action (an order).

The Other Common Rejection Reasons

Beyond category mismatch, these are the patterns that trip businesses up:

  1. Formatting errors — double spaces, unmatched curly braces in variables, trailing whitespace, or extra line breaks. Meta's parser is strict.
  2. Ambiguous variables — using {1}, {2} without giving Meta a sample of what will fill them. Always provide realistic example values when submitting.
  3. Missing opt-out language — required for marketing templates in some regions (EU, Brazil, others).
  4. Restricted content — templates referencing gambling, alcohol, tobacco, adult content, prescription drugs, or firearms. These are blocked by Meta's Commerce Policy.
  5. Threatening or urgent language — words like “URGENT”, “ACT NOW”, or artificial scarcity often trigger rejection.
  6. Financial promises — “Guaranteed 10% return”, “Cash prize”, “Free money” and similar phrases are almost always rejected.
  7. Missing header/footer/buttons when the template body implies them (e.g. body says “Tap the button below” but there are no buttons defined).
  8. Wrong language selected — submitting English text under an ar (Arabic) locale, for example.
  9. Duplicate templates — Meta merges near-duplicates. If you already have a similar approved template, the new one may be rejected.
  10. Buttons that don't match the message intent — a “Track Order” button on a promotional message, for example.

The Quality Rating System After Approval

Approval isn't forever. Once your template is live, Meta continues to track how customers react. From Meta's Template Quality documentation:

  • Active — High Quality: little to no negative feedback. Safe to keep sending.
  • Active — Medium Quality: some negative feedback or low read rates. Still sendable, but at risk of being paused.
  • Active — Quality Pending: not enough data yet.
  • Paused: Meta temporarily disabled it because of poor performance.
  • Disabled: permanently blocked. Cannot be reused.

The 8-Point Checklist Before Submitting

Run every template through this list before hitting submit:

  1. Does the category match the content? (Marketing / Utility / Authentication)
  2. Are all variables written correctly ({1}, not {{1}}) with sample values?
  3. Is the language of the text matching the language code you selected?
  4. Zero forbidden words (gambling, urgency, guarantees, restricted industries)?
  5. If it's marketing, does it include opt-out language for regulated regions?
  6. Are buttons and headers matching the message intent?
  7. No double spaces, no trailing whitespace, no unclosed brackets?
  8. Not a near-duplicate of an existing approved template?

If Your Template Gets Rejected — Your 3 Options

  1. Edit and resubmit — most rejections just need a category change or wording tweak.
  2. Create a new template — sometimes cleaner than editing; rename it (order_shipped_v2).
  3. Request a review (appeal) — through WhatsApp Manager. Use only when you believe Meta made a mistake and can justify it.

5 Templates That Always Get Approved

  1. Order Confirmation (Utility): “Hi {1}, thanks for your order #{2} of ${3}. We'll notify you when it ships.”
  2. Shipping Update (Utility): “Your order #{1} is on its way. Track: {2}.”
  3. Appointment Reminder (Utility): “Reminder: your appointment with Dr. {1} is on {2} at {3}. Reply CANCEL to reschedule.”
  4. Verification Code (Authentication): {1} is your verification code. For your security, do not share this code.”
  5. Reply to Inquiry (Utility): “Hi {1}, we received your inquiry about {2}. Our team will get back to you within 24 hours.”
